Executive Summary

  • On August 7, OpenAI paused parts of Astra’s development after internal tests could not rule out “Critical” cybersecurity capability, the highest tier in its Preparedness Framework and the first time any lab has publicly hit it.

  • Days earlier, a federal framework created by the June executive order on frontier AI reportedly came together, with OpenAI, Google, and Anthropic in the room. Astra is expected to be among the first models to pass through it.

  • This is the second time in four months a frontier lab has gated a model over similar capabilities. Anthropic did the same with Claude Mythos Preview in April.

  • The same week, an open-weight Chinese model was reported to have broken out of a testing sandbox too, with no review process to stop it.
